FRAYBA accompagne les communautés dans les actions qu’iels entreprennent pour lutter contre les injustices politiques, économiques et culturelles qu’elles vivent, notamment grâce à la création des Brigades Civiles d’Observation : leur présence permet d’apaiser des situations tendues dans des communautés menacées par des projets miniers, des projets touristiques ou oppressées par l’armée ou les paramilitaires.
De 2020 à 2022, FRAYBA a établi une radiographie de la situation des droits humains dans la province du Chiapas : ces dernières années, les groupes armés (soutenus par les multinationales et un État mexicain autoritaire, prônant la remilitarisation à des fins sécuritaires), se sont diversifiés et opacifiés pour opérer un contrôle social, politique, économique et territorial d’une violence extrême.
L’augmentation accrue de cette violence a donné lieu à de graves violations des droits humains, parmi lesquelles se distinguent les situations de déplacements forcés massifs des communautés autochtones (bien souvent liés à des mégaprojets tels des barrages hydroélectriques ou l’extraction d’hydrocarbures), mais aussi de disparitions, d’assassinats, de torture de journalistes, d’influenceur·euses et de défenseur·euses des droits humains.
La violence structurelle prédomine. Frayba fait état d’une situation catastrophique, dans laquelle exposer les violations et défendre les droits humains est une activité à haut risque.

L’article L.542-12 du code de l’environnement définit le processus d’évaluation des coûts de gestion à
long terme des déchets radioactifs : « L’Agence propose au ministre chargé de l’énergie une évaluation
des coûts afférents à la mise en œuvre des solutions de gestion à long terme des déchets radioactifs de
haute et de moyenne activité à vie longue selon leur nature. Après avoir recueilli les observations des
redevables des taxes additionnelles […] et l’avis de l’Autorité de sûreté nucléaire, le ministre chargé de
l’énergie arrête l’évaluation de ces coûts et la rend publique ».
Conformément à l’article L. 594-1 du code de l’environnement, les exploitants d’installations nucléaires de
base évaluent les charges de gestion de leurs déchets radioactifs en prenant notamment en compte
l’évaluation fixée en application de l’article L. 542-12.
Le ministère chargé de l’énergie a demandé à l’Andra de lui proposer en 2014 une évaluation des coûts
afférents à la mise en œuvre des solutions de gestion à long terme des déchets radioactifs de haute et
moyenne activité à vie longue ainsi qu’un descriptif des points de convergence et divergence résiduels
entre l’Andra et les producteurs.
Le descriptif des points de convergence et de divergence entre l’Andra et les producteurs fait l’objet
d’un document spécifique élaboré en lien avec les producteurs sous l’égide du ministère chargé de
l’énergie. Les principes de conception retenus par l’Andra, en particulier pour l’investissement initial,
et les optimisations à approfondir sont partagés par les producteurs. Les divergences de points de vue
portent notamment sur la méthodologie de remontage du chiffrage, et notamment le choix de la référence
technique pour le chiffrage de base, la valorisation de certaines opportunités à fort enjeu financier et
certains coûts unitaires, également à fort enjeu financier.
La présente note a pour objet de présenter la synthèse de l’évaluation des coûts proposée par l’Andra
suite aux études d’esquisse esquisse du projet Cigéo et à leur optimisation. Les études d’esquisse ont été
évaluées en 2013 par la Commission nationale d’évaluation et l’Autorité de sûreté nucléaire. Elles ont
également fait l’objet d’une revue de projet avec des experts industriels externes, organisée sous l’égide
du ministère chargé de l’énergie.

On rejoint ce courant de l’histoire et le grand courant de l’histoire doit se poursuivre grâce à chacun. Et ce courant va vers plus de justice, plus de liberté mais pas cette liberté incontrôlée du renard dans le poulailler. »
Stephane Hessel, résistant, diplomate, écrivain, militant, homme d’une sagesse extraordinaire, pacifiste, humaniste, nous a quittés, à 95 ans. Notre hommage sera succinct, car l’émotion a gagné chacun des membres de VoX.
« Il nous appartient de veiller tous ensemble à ce que notre société reste une société dont nous soyons fiers : pas cette société des sans-papiers, des expulsions, des soupçons à l’égard des immigrés, pas cette société où l’on remet en cause les retraites, les acquis de la Sécurité sociale, pas cette société où les médias sont entre les mains des nantis, toutes choses que nous aurions refusé de cautionner, si nous avions été les véritables héritiers du Conseil National de la Résistance. »
Il a connu l’horreur, sans doute la pire de notre histoire, il a résisté contre elle dans un contexte épouvantable, il a participé à la rédaction de la Déclaration universelle des droits de l’homme, en 1948, et il n’a jamais cessé d’agir pour notre monde, pour nous, avec le sourire et une générosité exceptionnelle. Lucide, il observait le monde actuel avec autant d’inquiétude que d’espoir en chacun d’entre vous :
« Aussi, appelons-nous toujours à une véritable insurrection pacifique contre les moyens de communication de masse qui ne proposent comme horizon pour notre jeunesse que la consommation de masse, le mépris des plus faibles et de la culture, l’amnésie généralisée et la compétition à outrance de tous contre tous. À ceux et celles qui feront le XXI ème siècle, nous disons avec notre affection : CRÉER, C’EST RÉSISTER. RÉSISTER C’EST CRÉER. »
Rappelons-nous ces mots. N’oublions jamais de nous indigner. N’oublions pas son message, n’oublions pas la personne exceptionnelle qu’il a été et les conseils qu’il nous a prodigués, la chaleur et le sourire qu’il a donné aux résistants d’aujourd’hui. Orphelins à présent, nous devons trouver notre propre voie dans ce monde si complexe, et nous y arriverons.

Compiègne, le 2 juillet 1944. Le débarquement a commencé il y près d’un mois. Un des derniers trains de déportés part du camp de Royallieu avec 22 wagons à bestiaux où sont entassés entre 2521 et 2152 hommes suivant les différentes recherches, essentiellement des résistants mais aussi des droits communs. C’est l’enfer : cent personnes entassés dans chaque wagon avec quasiment pas d’eau, la température qui peut dépasser 50°, les odeurs pestilentielles, les bagarres, certains hommes qui deviennent fous et les morts que l’on entasse dans un coin du wagon au fil des heures. Le train met 3 jours et demi dans la chaleur de l’été pour atteindre Dachau. A l’arrivée, les déportés ne sont plus que 1633. Près d’un tiers sont morts. Les corps alimenteront pendant 4 jours les crématoires du camp.
En 2010, Arnaud Rykner, écrivain et metteur en scène de théâtre écrit « le wagon », roman ultra réaliste d’après le voyage tragique de son grand-oncle déporté dans un des wagons à bestiaux de ce train qui porte le numéro 7909. Aujourd'hui, nous partons avec lui sur les voies ferrées qu'a empruntées Gabriel Rykner dit Rival, le grand-oncle résistant. Car, en dépit d'une histoire qui décrit les limites de la condition humaine, Arnaud Rykner n'a jamais vu les lieux de son récit imaginaire basé sur des faits réels. Un acte manqué (!), pourrait-on penser un peu facilement ? L'écrivain nous entraîne le long du ballast et nous raconte son voyage intime...

Lorsque la guerre civile syrienne débuta en 2011, les partis kurdes syriens refusèrent de prendre parti. Lorsque les forces armées du gouvernement syrien se replièrent au milieu de l'année 2012 pour combattre ailleurs les rebelles essentiellement arabes, les groupes kurdes ont graduellement pris le contrôle de leur territoire 5. Le 12 juillet 2012, les deux principales alliances politiques au Rojava, le Parti de l'union démocratique (PYD) et le Conseil national kurde (KNC) instituèrent le Conseil suprême kurde (KSC) à titre d'instance fondamentale de gouvernance des trois cantons autoproclamés d'Afrine, de Kobané et de Djézireh. Un comité fut mis sur pied pour rédiger une constitution transitoire6. Le PYD et son bras armée, les Unités de protection du peuple (YPG) en sont la force dominante5. Le PYD essaya d'établir une gouvernance à parti unique en novembre 20136 mais, en janvier 2014, il donna son accord pour former un gouvernement de coalition avec le KNC5.

Apparue à Berlin-Ouest vers 1980 et popularisée lors de la «bataille de Seattle» en 1999, la tactique du black bloc connaît un renouveau. Des black blocs ont manifesté lors du Sommet du G20 à Toronto, du Printemps arabe, du mouvement Occupy et des Indignés, lors des récentes grèves étudiantes au Québec et contre la vie chère au Brésil, dans les «cortèges de tête» en France et contre les néonazis aux États-Unis.
Cagoulés, vêtus de noir et s’attaquant aux symboles du capitalisme et de l’État, les black blocs sont souvent présentés comme des «casseurs» apolitiques et irrationnels, voire de dangereux «terroristes».

Depuis 2020, les cinq hommes les plus riches du monde ont doublé leur fortune. Au cours de la même période, près de cinq milliards de personnes se sont appauvries. Les conditions de vie difficiles et la faim sont une réalité quotidienne pour de nombreuses personnes à travers le monde. Au rythme actuel, il faudra 230 ans pour mettre fin à la pauvreté, alors que nous pourrions voir pour la première fois la fortune d’un multimilliardaire franchir le cap des 1 000 milliards de dollars dans dix ans.
L’énorme concentration du pouvoir des grandes entreprises et des monopoles à l’échelle mondiale exacerbe les inégalités à tous les niveaux de l’économie. Sept des dix plus grandes entreprises mondiales ont un PDG milliardaire ou un milliardaire comme actionnaire principal. En faisant peser la pression sur les travailleurs et les travailleuses, en évitant l’impôt, en privatisant l’État et en participant grandement au réchauffement climatique, les grandes entreprises creusent les inégalités et contribuent à gonfler toujours plus la fortune de leurs riches propriétaires. Pour mettre fin à ces inégalités extrêmes, les gouvernements doivent impérativement redistribuer le pouvoir des milliardaires et des grandes entreprises aux citoyen·nes ordinaires.
Un monde plus égalitaire est possible si les gouvernements réglementent et réorganisent efficacement le secteur privé.

Oxfam appelle les États à réduire rapidement et radicalement le fossé entre les ultra-riches et le reste de la société grâce notamment aux mesures suivantes :
1/ Augmenter les impôts sur les ultra-riches
Oxfam estime qu’un impôt sur la fortune pour les multimillionnaires et les milliardaires du monde entier pourrait rapporter 1 800 milliards de dollars par an.
Plus précisément, Oxfam France formule une série de recommandations fiscales qui permettraient de dégager 88 milliards d’euros par an, tout en préservant le pouvoir d’achat de 70% des Français, dont :
s’agit de taxer, d’une part, le niveau de patrimoine (la taille de la fortune), et d’autre part, la quantité de CO2 qu’il contient (son impact sur le climat).
2/ Réguler les multinationales
- Encadrer la part des bénéfices versés aux actionnaires
- Conditionner les aides publiques aux entreprises aux investissements dans la transition
- Imposer un écart de rémunération de 1 à 20 entre le salaire du dirigeant et le salaire médian de l’entreprise.
